Suit: Rikers guards chained woman to toilet fixture, raped her with flashlight

NEW YORK (1010 WINS) -- An inmate at Rikers Island says she was raped by three guards in an abandoned section of the jail.

The New York Times reports, the allegations were made in a federal civil rights lawsuit that the woman filed against the city.

She claims she was escorted by two officers and a supervisor to an isolated room where she was stripped, handcuffed to a toilet fixture, and sexually assaulted. The woman says she was attacked by a captain and two officers. She alleges that they used a flashlight to penetrate her, forced her to perform oral sex and rub one of the officer's genitals, made her drink soapy liquid, and pepper-sprayed her genitals.

She says the next day she was threatened by an officer who said 'this never happened' and that 'things are going to be worse' if she reported the incident.

A report found that sex assault complaints at Rikers are double the national average, but rarely substantiated.

The woman's suit claims the Department of Correction is at fault for failing to properly investigate complaints, and that her rights were violated by the city because the city failed to suspervise a captain who was already under investigation for another assault.

The Bronx DA never made an arrest or charged anyone in the case, but a federal judge has allowed the suit to move forward ruling that there was evidence the city had 'a policy of deliberate indifference to physical and sexual assault' of inmates at Rikers, and that this policy had led to more incidents.
