LIRR service was later restored, but with residual delays during the morning rush.

Port Authority bound bus riders were also dealing with problems thanks to an accident inside the Lincoln Tunnel.

It didn't stop there. A tugboat hit the Portal Bridge on Tuesday afternoon, creating 45 minute delays in and out of Penn Station.
