State Senate Democrats, Cuomo spar over Manhattan toll plan

ALBANY, N.Y. (AP) -- Democrats who hold the majority in the New York Senate are balking at the details in Democratic Gov. Andrew Cuomo's plan for new tolls in Manhattan.

The lawmakers announced their opposition Wednesday. Senators from Long Island led the offensive, arguing any plan intended to discourage vehicular traffic into Manhattan should come with funds for the Long Island Rail Road.

Cuomo and New York City Mayor Bill de Blasio on Tuesday announced the broad outlines of a proposal to impose tolls beginning in 2021 to raise money for the city's aging subway system. Cuomo wants lawmakers to approve the toll this year.

While there's broad agreement on the need for new revenue for transit, the objections from within Cuomo's own party show the political challenges involved in approving the toll proposal.
