NEW YORK (1010 WINS) A man has been charged after police made a gruesome discovery at an apartment he lived at in the Bronx.

A dead man duct taped from the waist down to his ankles was found in a second-floor apartment at 2323 Creston Avenue in the Fordham section of the Bronx, police said Saturday.

The man had slashes to his wrists and torso and police believe he had been decomposing there for over a week.

Police believe it’s unlikely that he lived there. They took a man who was known to reside in the building into custody for questioning Friday night.

The New York Daily News reports that the man told police he was subletting his place to the dead man. 

He was identified Saturday evening as 37-year-old Charles Votaw. Police said he was charged with assault, concealment of a human corpse and tampering with physical evidence.

Police sources tell 1010 WINS he has a history of mental health issues.

Paul, a super in a neighboring building, said he knows the man taken who was questioned by police. 

“He was a little off,” Paul told 1010 WINS’ Carol D’Auria. “Psychological problems and everything. He’d stand in the middle of the street, no shirt on, screaming, 'What? What? What?'”

A woman said the suspect had paid her to clean his place.

“He needed help,” she said. “Everything was chaotic.”

Votaw's relationship to the dead man is not known.
