NJ.com reports, the deceased dogs were packaged in plastic bags and stuffed inside freezers at the home of 44-year-old Donna Roberts.

Health officials inspecting Roberts' Burlington County home, were met with the strong odor of ammonia and animal feces, causing some to become dizzy. Officials say they also found evidence of animal cruelty.

"Although the circumstances surrounding the demise of the 44 dogs that were discovered inside plastic bags in freezers remain under investigation, the deplorable and inhumane living conditions the rescued dogs were forced to endure is tragic," State Trooper Patrick Callahan said.

Roberts faces charges of animal cruelty. She was released pending a court date.
